Two Goole residents ordered to pay combined total of £1,700 for fly-tipping

Two Goole residents have been fined in court for dumping waste in the town’s back alleys.

Inara Pumpure of Gray Street, and Marius Racovita of Parliament Street, were both prosecuted for offences at Beverley Magistrates’ Court on Thursday 10 March.

Both cases were brought following evidence presented by East Riding of Yorkshire Council’s streetscene enforcement team.

The team’s CCTV cameras captured waste being dumped in the alley between Gray Street and Spencer Street, Goole, on two separate occasions, on 17 August and 6 October last year.

The waste including a child’s swing, polystyrene and black bags, being discarded next to wheelie bins.

Inara Pumpure of Gray Street, Goole was interviewed by the team in November last year about the incidents and admitted she was responsible for dumping the waste.

Pumpure was then offered a fixed penalty notice of £400, but failed to pay, and the case was taken to court.

Last Thursday, she was due to appear at Beverley Magistrates’ Court but failed to attend.

The case was proven in her absence and Pumpure was fined £300 for each incident, and was ordered to pay £414.11 costs and a £60 victim surcharge.

Following reports of fly-tipping, a streetscene enforcement officer investigated the alley between Dunhill Road and Parliament Street, Goole, on 17 September last year.

Cardboard boxes, one filled with household waste and clothes, were found discarded in the alley.

Evidence was found relating to Marius Racovita of Parliament Street, Goole, who was invited for an interview with the council team, but he failed to attend, so the case was sent to court.

Racovita pleaded guilty to failing to dispose of items legally before the case was heard at Beverley Magistrates’ Court on Thursday 10 March.

He was fined £200 and was ordered to pay costs of £423.66 and a £20 victim surcharge.

East Riding of Yorkshire Council continues to remind residents they are responsible for disposing of their own waste properly and legally by using their household bins or by taking the rubbish to their local household waste recycling site.

For larger loads they can also hire a licensed waste carrier to take the rubbish away, or they can use the council’s own bulky waste collection service.

Paul Tripp, head of streetscene services at East Riding of Yorkshire Council, said: “Some people think they can dump anything next to wheelie bins and the council’s refuse collectors will take it away.

“But this is a criminal offence and costs the council hundreds of thousands of pounds each year to clear up.

“To be clear, we will investigate every incident of fly-tipping and always take action when we can.”

Anyone caught fly-tipping could be ordered to pay a £400 fixed penalty notice or the case can be taken to court, where they face an unlimited fine or even imprisonment.
